See the tax simplification measures announced by the government

Tax simplification measures were announced by the Ministry of Finance and the Federal Revenue Service (Receita Federal) on Monday (the 7th). The actions are related to the area of technology and digitalization and are part of the government’s microeconomic agenda to reduce bureaucracy and improve the business environment.

The new measures were announced during the 1st Forum on Tax Simplification and Integration, organized by the Federal Revenue Service and the National Confederation of Industry (CNI).

 

Sped – One of the actions concerns the new phase of the Public Digital Bookkeeping System (Sped). Implemented in 2007, the system computerizes the tax and accounting information of companies.

 

Cooperation – For the new stage, the government signed a cooperation protocol with states, municipalities, and companies, implementing a pilot project for the mapping and reduction of ancillary obligations, which are all the processes that companies must carry out before the effective payment of taxes.

According to the Federal Revenue Service, this will promote greater efficiency in the gathering and processing of information and will help eliminate redundant obligations, reducing costs for companies.

 

Standard for NFS-e – The government also announced that it will establish a national standard for the issuance of the electronic Service Invoice (NFS-e), following the example of what already occurs with the commercial invoice. The project provides for the creation of a repository to control the invoices issued and the offer of a public invoice issuer, including a mobile version.

“Currently, around 5,570 different pieces of legislation and service invoices coexist, one for each municipality,” the Federal Revenue Service emphasized in a statement. The agency signed a cooperation protocol with the National Meeting of Tax Administrators (Enat) to make the program feasible.

 

Foreign trade – Finally, the government announced projects to facilitate transactions through the Single Foreign Trade Portal. The portal is a platform that brings together, in a single place, the activities of all the agencies involved in the bureaucracy of foreign trade.

One of the projects is centralized payment, which provides for the automatic issuance of the payment form for the Tax on the Circulation of Goods and Services (ICMS), a state tax. The other, called “clearance over waters,” provides that importers may begin the procedures for the clearance of cargo before the merchandise arrives in the country.
