The National Council for Fiscal Policy (Confaz) authorized seven states and the Federal District to launch a new Debt Refinancing Program (Refis) in 2020, which also includes the installment payment of ICMS – Tax on the Circulation of Goods and Services, with discounts on fines.

Differently from what was proposed in previous Refis programs, there will also be a discount on the updated ICMS amount, not only on interest and fines. The reduction ranges from 30% to 50%, depending on the date of registration in the active debt. The period accounted for is from December 31, 2002 to December 31, 2012.
ICMS installment payment
The authorization permits the creation of ICMS refinancing programs in São Paulo, Rio Grande do Sul, Sergipe, Acre, Rondônia, Mato Grosso, Mato Grosso do Sul, and the Federal District. The number of installments varies according to the locality.

The rules are also not the same for all the states. In Mato Grosso and Sergipe, it is possible to divide the debt into up to 120 installments, with discounts of up to 95% on fines and 80% on interest.
In São Paulo, debts incurred up to May 31, 2019 may be renegotiated, in up to 60 months. If paid in a single installment, the reduction is 75% on fines and up to 60% on interest. Taxpayers may join the program until December 15. Agreement 152 provides for the following reductions for São Paulo debts:
